The newest version of Format, version 0.91n, worked much better for me. It solved all problems i had (like saying the disk is damaged while it wasn't!). Maybe you should try that one?

the result is strange:

However, MS DOS v6.2 does work with this formatted partition and I could
install a WinXP through network fine.
