Follow-up Comment #2, patch #7874 (project freeciv):
The build system compiles client/helpdata.c because freeciv-manual links to
client/helpdata.lo
Would you prefer that the functions freeciv-manual needs moved to common/
before non client freeciv-manual builds were permitted?
