Details:
Discussion in patch #3829 was clear that we weren't going to support
non-commutative integrating roads for now, so we would enforce that ruleset
authors made symmetric 'integrates' declarations.
However, ruleset loading is not aborted when this isn't the case, although a
message is printed.
(This isn't the only case in rssanity where the 'ok = FALSE' is absent after
an error message. I haven't worked out if the others should also be added, or
are deliberately only warnings.)
