Details:
With a large number of nations in a ruleset (as in the supplied rulesets with
the "Extended" nation set), the scroll thumb is initially drawn larger than
its sensitive area for clicking, and when you do manage to click and drag on
it, it is not redrawn properly.
(This has been a problem since before we had nationsets.)
