Follow-up Comment #2, bug #23398 (project freeciv):
I haven't opened the attached savegame, but: you can't establish domestic
trade routes in civ2civ3 rules; this is deliberate, and documented in
doc/README.ruleset_civ2civ3. Help for Caravan unit doesn't claim you can
