I take my previous comment back. The problem seems to be gone with fix to bug
#22946.
The buoy was first erronously claimed (without updating the vision) as part of
border claiming and when the correct base claiming then came, it seemed like
owner was not changing at all -> no vision update.
Leaving the ticket open for checking if players are correctly loaded when tile
ownership is being handled. I'm still worried about the logs I got earlier.
