Follow-up Comment #18, patch #3829 (project freeciv):
...and vast majority of the bits are empty ones in all existing rulesets. e.g.
alien ruleset has 7 roads of which every one connects with itself only (1 bit
out of 7 set - or would it be even 1 out of MAX_NUM_ROADS bits?).
