Follow-up Comment #3, bug #20256 (project freeciv):
In general we need to think how we display current turn situation / forecast
for next turn. Currently the disorder icon is shown when ever disorder is
forecast for next turn. There's no way to tell if disorder rules (such as
lowered inciting costs) apply to city currently.
