Details:
Add ruleset option free_tech_method that controls how techs given "for free"
are selected. Supported values are "Goal" that works towards players goal like
hardcoded behavior has (recently) been, and "Random" that gives random tech
for which prereqs are known.
Of supplied rulesets behavior is not changed, i.e., value "Goal" is used, for
classic, experimental, multiplayer, civ2civ3, and alien. For civ1 and civ2
rulesets value "Random" is used - if I'm not mistaken player could not select
what they get from Darwin, Philosophy, or Huts in those games.
As a side effect bug that freecost was not applied to free tech gained thanks
to another techs Bonus_Tech flag is fixed.
