Follow-up Comment #2, patch #3095 (project freeciv):
Current work from bug #19009 as a patch.
New gtk.css file is added to list of files in local Makefile.am, but that
directory subtree is not part of the build at all. This development version of
theme does not get distributed nor installed, it's only available when running
from builddir and srcdir is svn checkout.
