Follow-up Comment #1, bug #18539 (project freeciv):
Error message does not indicate lack of -devel, but even more, lack of whole
bz2 -library.
Configure checks that there is function BZ2_bzReadOpen in libbz2, which
cannot be true if there is no libbz2 at all. I assume that configure finds
library from a location that final compilation does not search from. Here
config.log would be very helpful.
Configure also checks for presence of bzlib.h header, which would come from
-devel.
