Follow-up Comment #1, bug #17779 (project freeciv):
I think we need to bump up the severity level - it's worse than i thought.
The following turn i received the message: "The cease-fire with Hiawatha has
run out. You are now at war with the Iroquois." So now i'm at war with a
ghost, and no effective way to end it. I'll not be able to become a Democracy
now.
