Can you try my patch, file #9918 from bug #15559? My patch should cause that
Freeciv try both IPv4 and IPv6. So my patch might or might not fix your bug.
To apply the patch:
$ cd your-freeciv-2.2-checkout
$ patch < file-9918.diff
Then compile Freeciv with --enable-ipv6.
