Details:
In the default ruleset, the help for the Research Lab says: "Together with a
Library, a Research Lab increases the science production of a city by 200%."
However, Research Lab was made to depend on the presence of a University some
time ago (r8580, PR#10364, apparently), so this statement is unhelpful. The
attached patch removes the statement from the help.
(I note that effects.ruleset still separates the effect with a Library --
effect_research_lab -- and University -- effect_research_lab_1. I haven't
consolidated these.)
