Details:
In the default ruleset, the help for the Research Lab says: "Together with a
Library, a Research Lab increases the science production of a city by 200%."
However, Research Lab was made to depend on the presence of a University some
time ago, so this statement is unhelpful.
(I note that effects.ruleset still seperates the effect with a Library --
effect_research_lab -- and
