In order for the source-upgrade operation to make use of the existing
checkouts file, the following might/should (?) apply:
1) mv [...]/checkouts.cvs:RELENG_4 [...]/checkouts.cvs:RELENG_3
2) the new cvsup file will contain the line:
src-all tag=RELENG_3
