I vaguely recall that this can have more than one cause, and therefore more than one solution. That's just a vague recollection. In my case, it was caused by interaction between dhc protocol and my firewall. YMMV. My Internet connection worked fine for months at a time, aside from a flood of "send_packet: permission denied" messages. Then I would have a day or two of periodic outages, and then I'd lose the connection completely and have to reboot the cable modem. When the connection was reestablished, I'd have a new IP address.
