Re (1), the reason to only prefix python modules/libraries is outdated, if it
was a useful to begin with. Prefixing is required so that that multiple Python
versions of the same package can be installed. Less important is whether the
directory is prefixed, but still preferred for consistency. tldr; there should
be a compelling case not to prefix, but being a module, library or not is no
longer one of them
