http://www.freebsd.org/cgi/query-pr.cgi?pr=182972 The cause of the issue is due to setting STAGEDIR in /etc/make.conf and Mk/bsd.port.mk not undefining STAGEDIR when NO_STAGE is set. Which causes the install-rc-script to look in the STAGEDIR for the file.
