Just tested the same setup on 7.0 built tonight and it did not work.
The pppoed daemon never sends any requests to freeradius...

take note that pppoed is the one processing pppoe frames while user ppp is the one communicating with your radius server....

 set radius /etc/ppp/radius.conf        #turn on radius auth and use

what does your radius.conf says?
