You cannot define same network to more then one interface!

As you post below;
xl0: inet 10.0.1.1 netmask 0xffff0000 broadcast 10.0.255.255
xl1: inet 10.0.1.2 netmask 0xffff0000 broadcast 10.0.255.255

They are at the same network, so your freebsd searchs 10.0.1.2 at xl0.
You should define your xl1 as inet 10.0.1.2 netmask 255.255.255.255
