i am confused.  just as the fib is quite separate from the rib(s),
are not the device drivers quite separate from the routing
engine(s)?  as far as routing and forwarding go, the data should
have been un-framed from the particular layer1/2 encaps, and be
simple ip packets (except in the case of is-is).
