Assuming that all committers can approve PRs, the delay ought to be a few hours at best, and that's acceptable. What's not acceptable is to use the feature as a quality control mechanism, rather than as an abuse-control mechanism. Otherwise, you would be making the system closed, and at that point we might as well be writing the next version of Solaris or Windows.
