He maintains his code quite well. Thing is he only changes something if there is something to change. In the case of qmail-1.03 this means no change since 1998. Why? Simply because qmail-1.03 is essentially bugfree and works perfectly for it's intended purpose. I know because I spend the last five years writing and maintaining the qmail-ldap add-on and know the qmail code inside-out.
