Bumping libc++.so to 2 in base will not happen anytime soon. dim@ provided
additional context elsewhere about how we adopted LLVM's libc++ early, ie when
std::pair was only at version 1. Other operating systems adopted libc++ later
when version 2 became available. However, one of our conditions to bumping to
version 2 is when LLVM upstream marks the ABI as stable, which has *still* not
happened. This is part of why we will most likely need to roll with
GCC/libstdc++ for the foreseeable future.
