It actually does
        printf("%6d %8ld ", rt->rt_refcnt, rt->rt_use);
so changing rt_refcnt to an int doesn't cause problems here, at least.

Only two other things do need to be changed:
        src/share/doc/smm/18.net/a.t
        src/share/man/man9/rtentry.9
(they contain copies of the declaration)
