Hard to imagine a description that makes sense to random users, this is just so
damn technical.  But if there's a pointer to it in some manpage people are
likely to check if there's a problem then at least they might be able to find
it and know that this is one thing they can try messing with.  Could be with
the other sysctls shown in cpufreq(4) (it's linked to from powerd(8) so people
can find it).  Maybe with a note like "This MSR field must be ignored on
certain hardware to allow raising back the power level after lowering it.". 
Just enough to give some vague idea of what's going on with this.
