I am also having this same problem on a Pentium 3 machine (Acer Altos 1100e),
FreeBSD 10.4 is the last version that can successfully boot to installer from
CD, oddly I have another Pentium 3 machine (Dell Precision 220) that I had no
issue installing FreeBSD 12.1 on.
