You should start with implementing a short prototype that's trying to replay traffic that you captured and compare device response with what you saw in the capture. See https://github.com/anarsoul/fprint_upek1001 as example. It's for different device but it should give you a hint how to use libusb. Once you get it working - i.e. when you get some image from the device, you can switch to developing libfprint driver.
