Judging by my own behaviour:
I think the requirement to log in is a bit too much for people to actually
perform an upvote.
The submission was actually upvoted a lot (it went to "red" status, which is
the highest possible). It's no guarantee to be selected though.
I didn't even know submissions were vetted :)
