I think that having this kind of Image Filter is against the mission of the Wikimedia Foundation and a claudication of the WMF in favor of interests of others.
Letting some users to block Wikipedia content is NOT a good way to "disseminate it effectively and globally". http://wikimediafoundation.org/wiki/Mission_statement Allowing this type of self censorship is imposing a point of view. It's a waste of time and resources to support the POV that certain content should be censored. Is opening the door to censorship and to give ammunition to enemies of knowledge and freedom.
