Unfortunately, the lack of experience that prevents chapter executives from providing proper financial reports or dealing with large windfalls of money is the same lack of experience that prevents them from believing in themselves. When they feel they can't do things their knee-jerk response is to give up their power. The impetus needs to come from the bottom.
