Unresolved GOMP testcase

I saw this today.

UNRESOLVED: libgomp.fortran/uses_allocators-7.f90   -O  compilation failed to 
produce executable

I think it needs a { dg-do run } unless this was on purpose.

Also, folks may have noticed Christopher posted a number patches in bugzilla for 
known regressions. Several of these are -fopenmp related. I could use some help 
reviewing the gomp fixes.

I am going to start going through these proposed patches as best I can.
