Not a fontconfig issue and depends on what a font you have installed there.
Apparently IBM Plex Mono doesn't have glyphs for U+229e nor U+22a0.  It implies
that you have fonts something wrongly assigned those glyphs.

There are some ways to see what is wrong though, you can get a list of fonts
which has them:

$ fc-list :charset=0x229e

and then check them with fontforge for example.
