--- Comment #1 from Akira TAGOH <[email protected]> --- Not a fontconfig issue and depends on what a font you have installed there. Apparently IBM Plex Mono doesn't have glyphs for U+229e nor U+22a0. It implies that you have fonts something wrongly assigned those glyphs.
