Just wanted to add some further 50ct ... I am using Atlassian Stash (http://www.atlassian.com/software/stash/overview) and think it's really great. As Apache already has deals with Atlassian I think it should be easy to extend that deal to Stash. And it integrates really nicely into the other Atlassian tools Apache already has (Jira Integration of Stash rocks). In the more recent versions they do support Pull Requests and Pull-Request reviews. So this is what was missing.
