Well, technically a -1 doesn't veto a release [1]. As long as there are
more positive than negative votes, the release can go ahead. With no
changes to the code, and since the VOTE on this list passed last time, it
was safe for Om to assume that the vote would pass again. IMHO he was right
(in the spirit if not the letter of the rules) to expedite the VOTE on the
IPMC list. We all want to release this and move on.
