I've started this rearrangement. You should now be doing development work out of https://svn.apache.org/repos/asf/incubator/flex/sdk/branches/develop which is a copy of trunk at rev 1373837.
Depending on how you are managing your code you may want to do a "svn switch" or just re-checkout your code.
