MPL is Category B so it is my understanding we can have a required
dependency on an MPL binary.

The library in question is Jburg [1].  OSI CPL is not listed in any category
(A, B or X) so I don't know what the rules are for it.

However I have since learned that Falcon is using it as a build tool, so it
may not matter.
