I think -target-player might be used for the expressInstall in the html
wrapper.   I know -swf-version controls what is in the header, but it is
unrelated to the file format.  The file format specification is about what
tags are in the SWF.  File format 10 has been around for a while as version
number in the header has kept increasing.  The version number in the header
dictates what APIs are available to ActionScript and some other code paths
in the rendering pipeline.
