Well, My assumption is because the size of the SVN dumps, and because
Apache Infra does the imports during the weekend to minimize Apache wide
impact on services, that Carol is trying to avoid conflicts during those
imports. SVN is stupid sometimes and does things like make you wait 3 hrs
to process an import only to fail because there was a conflict it can't
resolve. But that's just my guess.
