On my old intel hardware (Westmere based) the 6.6 kernel made the 
difference, where the CFS scheduler was replaced by the EEVDF scheduler.
Also on intel, Ubuntu uses the intel P-state powersave governor, 
changing that to the P-state performance governor can also make a 
difference.

As for network, try using the CAKE qdisk, which has been designed to 
optimize networking behind routers on small home networks behind 
relatively slow internet routers.
