TwoLAME and OpenAL both provide .pc files, so add checks to allow pkg-config/pkgconf to handle that.
I tried to keep the existing checks in place instead of replacing them with the pkg-config version. Hopefully I set it up correctly so the old checks aren't unreachable now.
