I don't think any decision needs to be made, i.e it has passed review. The problem is that it is currently locked in avutil/internal and needs to be exposed in some public header of avutil. Unfortunately, I can't do it myself since: 1. I can't test on Windows, which caused the issues and locking away of the API in the first place. Any effort I make will naturally be untested. 2.
