That page is for mingw32. Non crazy people use Mingw-w64 (Available as source or pre-compiled binaries for MSYS, or in the package manager for both Cygwin and MSYS2). Also, http://www.gtk.org/download/win32.php for pkg-config in MSYS. Anyone bothering to compile ffmpeg has done stuff 10x more complex that installing freaking pkg-config.
