I read a very similar article last week. Perhaps about the same people. There 
are a few groups and individuals around in various school districts on both 
sides of the US/Canada border that are doing their best to help school 
districts stay on budget, and still get the computer services required to 
teach kids what they need to know. A grass roots/ground up thing. 

I don't mean "'Welcome to Windows'>point>click>BSOD>reboot>reinstall" either.
