randy, just an idea that will very likely not solve your problem but maybe "easen" it a bit:
I don't know where you are located, but if you have access to a satellite dish, you could get yourself one of those ATSC/DVB cards that offer a satellite-downlink from your satellite dish into your computer. The uploads (=all requests you SEND to the internet) still require a dial-up line, but most of the time uploading is not the real problem. Main benefit is that the downstream is very fast (>500K).
