urpmi hdparm worked for me, but I'm on 8.2, I think your sig said you're running 8.1-- I never installed hdparm on 8.1. On 8.2 hdparm lives in its own rpm. Try running Mandrake's Software Manger as at least that will show you a list of which rpm's it's aware of-- look in both 'Installed" and "Installable" lists for "hdparm".
