If the src.tar.gz contains all the necessary spec info (some do and I have run into 
some which do not).

To build an rpm all you need do is:

 rpm -tb xxx.src.tar.gz 

This will create an rpm in /usr/src/RPM/RPMS for xxx in the default folder for builds 
on your machine, normally i586.
