Check the services that are set to run at boot, you can use mcc.
Depending upon what the actual message you get is, you should set both nfslock and 
portmap to Not run at boot.

You will not be able to stop either services and when you next shutdown your system 
will again lock at the same place, But when you next start linux neither service will 
be started and you will then be able to shutdown/reboot normally.
