nothing is showing up in any logs.. and /var/log/httpd is 40750 and
apache:apache

the files inside are generally root:root and 644 (which is the same as the
working version...I just checked)

So its not the log directory...

I am lost and out of my league,, I can find problems through sheer
perseverance, but this gives me no clue as to the problem...

Check your errorlog for httpd.  In mine, the problem was bad (changed)
permissions for /var/log/httpd.
